NOTICE AND EXPLANATION OF A PROPOSED ACTION IN A 100-YEAR FLOODPLAIN

TO: All Interested Agencies, Groups and Individuals:
Ashland County has conducted an evaluation as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 and Executive Order 11988, Floodplain Management and USDA Departmental Regulation 9500-3, Land Use Policy, to determine the potential affect that its activity in the floodplain will have on the environment. The proposal is to construct a sanitary sewer force main from Cinnamon Lake in Ashland County to the Village of West Salem, Wayne County, Ohio. Portions of the construction of the sanitary force main will occur within the 100-year floodplain of the Muddy Fork Creek between Cinnamon Lake and the Village of West Salem.
Ashland County has determined that the approval of the project will have no significant impact on the environment for the following reasons: (1) the proposed pipeline will not affect flood flow; (2) requirements of a Floodplain Permit will be implemented and (3) all floodplain areas will be horizontally bored to lessen impacts to the floodplain and waterbody.
Any interested person, agency or group wishing to comment on the project may submit written comments for consideration to the Ashland County Commissioners at the following address by 4:00 pm on November 30, 2020, which is at least 7 days after the publication of this notice.
