Notice for Early Public Review of a Proposal to Support Activity in a 100-Year Floodplain

 TO:  All Interested Agencies, Groups and Individuals:

 Ashland County is in the process of conducting an environmental review for the Cinnamon Lake Force Main Project.   Portions of the sanitary force main will cross the floodplain of the Muddy Fork Creek between Cinnamon Lake and the Village of West Salem. Horizontal bore of the floodplain areas will occur to avoid impacts to the floodplain and waterbody.   The proposed infrastructure is not anticipated to affect flood flow.  Source of Funds:  Community Development Block Grant Residential Public Infrastructure Funds and Ohio Water Development Authority.

 This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for any action that is within and/or affects a floodplain.  This notice is also required by Executive Order 11988, Floodplain Management.

 As currently proposed, the project site will include areas designated as floodplain.

 Ashland County’s alternatives regarding sponsorship of the action would be:

 Approval as proposed;

  1. Disapproval;
  2. Approval only if all improvements are located outside the floodplain;
  3. Approval of an equivalent project site located outside the floodplain; and
  4. Approval only if no fill is added in floodplain areas.

 Any interested person, agency or group wishing to comment on the project may submit written comments for consideration to Ashland County Commissioners at the above listed address by 4:00 pm on November 18, 2020, which is at least 15 days after the publication of this notice.
